Jubilee Community Development Corporation has received more than $7 million in HOME-ARP funding through the City of St. Louis Community Development Administration. This major investment will support JCDC’s work to expand housing, supportive services, and pathways to long-term stability for vulnerable individuals and families in St. Louis.
The funding marks an important milestone for JCDC and strengthens its ability to respond to some of the city’s most urgent challenges, including homelessness, housing instability, substance-use recovery, unemployment, and limited access to coordinated support services.
A Major Investment in the St. Louis Community
HOME-ARP funding is designed to help communities develop housing and supportive resources for people experiencing homelessness, individuals at risk of becoming homeless, and other qualifying populations with significant housing needs.
The City of St. Louis Community Development Administration administers these funds locally and works with qualified organizations to increase access to safe housing and essential services.
JCDC’s award reflects the importance of creating community-based solutions that address more than one immediate need. Stable housing is a critical starting point, but long-term progress also requires access to health services, employment opportunities, case management, recovery support, and a dependable network of care.
Moving From Temporary Assistance to Lasting Stability
JCDC’s approach is centered on helping people move from crisis toward stability, independence, and renewed purpose. The organization works alongside Jubilee Community Church and community partners to connect individuals with housing, recovery services, workforce development, life-skills training, and other resources.
The HOME-ARP investment will help JCDC strengthen the foundation needed to serve more people and provide a more coordinated pathway forward.
Rather than addressing housing as an isolated issue, JCDC is developing a model that connects safe housing with the services people need to rebuild their lives. This includes support for individuals experiencing homelessness, people recovering from substance-use disorders, returning citizens, veterans, and families facing economic hardship.
Supporting Transformational Community Development
The funding will advance JCDC’s broader vision for transformational development in North St. Louis. That vision includes restoring properties, expanding supportive housing, improving access to recovery and wellness services, creating employment opportunities, and investing in neighborhoods that have experienced decades of disinvestment.
JCDC believes community development should benefit both the individual and the surrounding neighborhood. Each project is intended to create safer spaces, restore hope, support local employment, and bring underused properties back into productive community use.
The organization’s plans also complement its growing network of programs, including recovery housing, Jubilee Services, Jubilee Trucking Academy, and future health and wellness initiatives.
Building Through Partnerships
This milestone would not be possible without collaboration among the City of St. Louis, the Community Development Administration, JCDC’s leadership, community partners, service providers, and supporters who believe in the organization’s mission.
The award represents more than financial support. It reflects confidence in a vision that places people, dignity, accountability, and measurable community impact at the center of development.
As JCDC moves into the next phase of planning and implementation, the organization will continue building the partnerships needed to ensure that the project is sustainable and responsive to the people it is designed to serve.
A New Chapter for JCDC and St. Louis
Receiving more than $7 million in City of St. Louis HOME-ARP funding represents a major step forward for Jubilee Community Development Corporation. It also creates an opportunity to demonstrate what is possible when housing, recovery, workforce development, and community revitalization are brought together under one coordinated vision.
JCDC remains committed to working with residents, public agencies, service providers, businesses, churches, and philanthropic partners to create lasting change in St. Louis.
This investment will help JCDC move beyond temporary solutions and build stronger pathways to housing stability, personal recovery, employment, and long-term success.
